Library TRANSPARENCY

LIBRARY BOARD & Open MEETINGS ACT

The Library Board of Trustees, which meets at 7:00 p.m. on the first Tuesday of each month at the Library, are appointed by the Mayor with the approval of the City Council, and oversee the Library's budget, policies and procedures. The Library's Board of Trustee members can be found on our Library Board page.

If rescheduled, notice is posted as required by the Illinois Open Meetings Act. Board and management team members serve on the following committees: Bylaws, Development, Nominating (Development Subcommittee), Finance, Heritage, Personnel, and the Planning Committee. Meeting dates, agendas, and minutes are posted in the Library and on the library website at www.rmlib.org.

It is the public policy of this State that public bodies exist to aid in the conduct of the people’s business and that the people have a right to be informed as to the conduct of their business. – Illinois Open Meetings Act, 5 ILCS 120/1.

A brief description of our public body is as follows:

  • It is the mission of the Rolling Meadow Library to provide excellent customer service and information in a variety of formats, materials and programs that educate, inform, enrich, inspire, and entertain.
  • Rolling Meadows Library is located at 3110 Martin Lane, Rolling Meadows, IL, 60008.

  • The Library is required to report and be answerable for our operations to: The Illinois State Library, Springfield, IL. Its members are Secretary of State and State Librarian, Jesse White; Director of State Library; and various other staff.
  • The Library employs 23 full-time and 32 part-time employees.

Total Compensation Disclosure

Pursuant to Illinois Public Act 97-0609 we are making details available for staff whose total compensation exceeds $75,000 per year. Rolling Meadows Library is included in the compensation Report of the City of Rolling Meadows. Total Compensation Report - FY 2022 Budget.

A list of all employees whose total compensation package exceeds $150,000 is available in the library's Administration Office. Rolling Meadows Library's “total compensation package” includes: salary, employer-paid health insurance premiums, housing allowance, vacation and sick days which will be earned in that year.

The Administration Office is located on the Upper Level of the Rolling Meadows Library, Monday – Friday from 9:00 a.m. - 3:30 p.m.

ILLINOIS MUNICIPAL RETIREMENT FUND

Pursuant to Public Act 101-0504, the Illinois Municipal Retirement Fund provides annual reports of employer contribution amounts, employer contribution rates, participating employers, and employer resolutions. IMRF Employer Cost & Participation Information.

Transparency in Coverage

The Transparency in Coverage Final Rule requires insurance cost-sharing information available as machine-readable files to allow researchers, regulators, and application developers to more easily access and analyze data. Machine Readable Files.

LIBRARY OPERATING BUDGET

The FY2022 operating budget is $3,900,000.00. Funding sources include property and personal property replacement taxes, the State Per Capita Grant, fines and fees, investments, charges and donations. Tax levies, can include, but are not limited to:

  1. Corporate purposes (for general operating expenses)
  2. IMRF (provides for employee's retirement and related expenses)
  3. Social Security (provides for employee's FICA costs and related expenses)
  4. Audit (for annual audit and related expenses)
  5. Building and Maintenance (caring for he building and equipment)
  6. Liability (insurance premiums, workers' compensation insurance, and risk management)
  7. Working Cash (for internal loans)
  8. Debt Service (for bond and interest payments)
