Library Transparency



A Brief Description of Our Public Body Is as Follows:

  • Our mission can be found on our About RML page.
  • Rolling Meadows Library administration office is located at 3110 Martin Lane, Rolling Meadows, IL, 60008. The administration office is open Monday-Friday from 9:00 a.m.-4:00 p.m. (excluding scheduled closing dates).
  • The Library is required to report and be answerable for our operations to: The Illinois State Library, Springfield, IL. Its members are State Librarian, Alexi Giannoulias; Director of State Library; and various other staff.
  • The Library employs 26 full-time and 32 part-time employees.

Library Operating Budget

Rolling Meadows Library's fiscal year is from January 1 to December 31. The FY2025 operating budget is $5,370,397. Funding sources include property and personal property replacement taxes, the State Per Capita Grant, fines and fees, investments, charges and donations. Tax levies, can include, but are not limited to:

  1. Corporate purposes (for general operating expenses)
  2. IMRF (provides for employee's retirement and related expenses)
  3. Social Security (provides for employee's FICA costs and related expenses)
  4. Audit (for annual audit and related expenses)
  5. Building and Maintenance (caring for he building and equipment)
  6. Liability (insurance premiums, workers' compensation insurance, and risk management)
  7. Working Cash (for internal loans)
  8. Debt Service (for bond and interest payments) 

Library Board & Open Meetings Act (OMA)

The Library Board of Trustees, which meets at 7:00 p.m. on the second Wednesday of each month at the Library, are appointed by the Mayor with the approval of the City Council External Link, and oversee the Library's budget, policies and procedures. The Library's Board of Trustee members and terms can be found on our Library Board page.

If a meeting is rescheduled, notice is posted as required by the Illinois Open Meetings Act. Board and management team members serve on the following committees: Bylaws, Development, Finance, Heritage, Personnel, and Planning Committee. Meeting dates, agendas, and minutes are posted in the Library and on the library website on our Library Board page.

Total Compensation Disclosure

Rolling Meadows Library's total compensation package includes: salary, employer-paid health and dental insurance premiums, IMRF employer contributions, vacation and sick days which will be earned in that year.


Transparency in Coverage

Illinois Municipal Retirement Fund (IMRF)

(Pursuant to Public Act 101-0504)
