Freedom of Information Act (FOIA)



Rolling Meadows Library adheres to the Freedom of Information Act, 5 ILCS 140/1 et. Seq., which is the principal Illinois stature governing the inspection of public records. The Act required that public bodies make available for inspection or copying all public records to any person.


To File a FOIA Request

All FOIA requests must be received in writing either by mail, email, or in person. Use of the FOIA request form PDF File is preferred, but not required. A request for records can be submitted to the attention of the FOIA officer in the following ways:

FOIA Fees

Digital copies shareable via electronic means are provided free of charge. The charge for copies of the records will be as follows:

  1. First 50 pages (black and white, letter size): Free
  2. After 50 pages (black and white, letter size): $0.10 per page
  3. Color copies or copies on paper sized other than legal or letter: actual cost of reproduction
  4. Reproduction saved to other media: actual cost of recording media (flash drive, etc.)

Responses to FOIA Requests

Non-commercial FOIA Requests

Responses to non-commercial FOIA requests will be provided within 5 business days of receipt of a request. If an extension is required, the FOIA officer from the library will reach out to the requester.

commercial FOIA Requests

Responses to commercial FOIA requests will be provided within 21 business days of receipt of a request. If an extension is required, the FOIA officer from the library will reach out to the requester.


Procedure for Appealing a Denial

If you request for information is denied, or partially denied, you have the right to request a review by the Public Access Counselor (PAC) at the Illinois Attorney General's Office within 60 days of the date on the denial letter per statute 5 ILCS 140/9.5(a). To file an appeal, you must send a letter - along with a copy of your request and denial letter - to the following address:

You also have the right to seek judicial review of your denial by filing a lawsuit in the State circuit court per statute 5 ILCS 140/11.


RML Record Retention

RML adheres to the guidance established by the Illinois State Archives Records Management Division for retaining records of business. Certain types of information maintained by the Library are exempt from inspection and copying. Records immediately available on our website in an electronic format include the following:

  1. Meeting Agendas and Minutes
  2. Monthly Financial Statements
  3. Annual Receipts and Disbursement Reports
  4. Budget and Appropriation Ordinances
  5. Levy Ordinances
  6. Operating Budgets
  7. Annual Audits
  8. Library Policies
  9. Adopted Ordinances and Resolutions of the Board
  10. Annual Reports to the Illinois State Library

A complete list of all RML document types and retention times is available upon request via email (RMLfoia@rmlib.org) or in person by visiting the administration office during normal business hours. Records may be inspected or copied. If inspected, an employee must be present throughout the inspection.

Persons who lack access to a computer and want to view any of RML's electronic records may visit the Rolling Meadows Library for staff assistance.
